For ActiveState - yes
1. download the packages.xml from
http://ppm4.activestate.com/MSWin32-x86/5.10/1006/
2. find the package you need e.g. DBD-SQLite:
you'll get something like
<SOFTPKG NAME="DBD-SQLite" VERSION="1.29" DATE="2010-01-08">
  <AUTHOR CPAN="ADAMK">Adam Kennedy &lt;adamk at cpan.org></AUTHOR>

  <PROVIDE NAME="DBD::SQLite" VERSION="1.29"/>
  <REQUIRE NAME="DBI::" VERSION="1.57"/>
  <REQUIRE NAME="File::Spec" VERSION="3.27"/>
  <REQUIRE NAME="Test::More" VERSION="0.42"/>
  <REQUIRE NAME="Tie::Hash"/>
  <REQUIRE NAME="Win32::" VERSION="0.30"/>
</SOFTPKG>
3. download two files to you're local disk
http://ppm4.activestate.com/MSWin32-x86/5.10/1006/A/AD/ADAMK/DBD-SQLite-1.29.ppd
and
http://ppm4.activestate.com/MSWin32-x86/5.10/1006/A/AD/ADAMK/DBD-SQLite-1.29.gz
4. run ppm install "full path to the ppd file on the local disk"
Regarding Stawberry ???? do not know never tried, however if there is
some kind of ppm management program it should be similar
