[Israel.pm] Data::ParseBinary 0.2

Hi All.

I'm happy to announce that Data::ParseBinary 0.20 was just released
and it now support characters encoding, including the various Unicode 
encodings.

The library is nearing completion. what's left is:
clean up
improving error messages
expanding the included parsers
fix the PE32 (exe/dll) and EMF parsers
add some nice-to-have constructs
maybe start thinking about CRC and checksum - but that's a big feature

but other then that, it's a done thing.
now I just need someone to use that*... :-)
