[Israel.pm] Perl 5.6 on Win32 is falling off the map

That's mostly correct, just replace "manager" with multi-national
multi-billion mega cooperation, that have several tens of million
dollars invested in the current gigantic code base, and is afraid of
doing anything that might break the code.
