[Israel.pm] Dynamic Loading of Perl?

Hi All.

I've seen (while searching for some error message) that the vim project 
is loading Perl dynamically.
Maybe I didn't understood right, but I think that they still compile 
against Perl. So what's the point?
Does anyone know what they are doing there?
