Why write another IDE? What is the added value? There is already an open
source perl IDE

I am not sure if you know about it but I have started to write
an IDE for Perl in Perl.

It is called Padre: Perl Application Development and Refactoring
Environment

Its home is at http://padre.perlide.org/
but you should be able to install it using the standard CPAN.pm or
CPANPLUS
thought with some difficulty as some of its dependencies (especially Wx)
are hard to install.
