the minimal phase that will stop people from automatically spamming the
site with tags.
i'd say, for the registration phase. i don't suppose people will bother
registering maunally in order to run a spam program that only... sends
tags. it's not as if they are gaining anything by this, and they'll have
to write something specific to the site for this - something that makes
no economical sense.
if you'll see in the future that spam still comes in - you'll be able to
move the captcha to the login phase - i doubt you'll find the need for
this in the forseable future, and you don't have to come up now with
solutions to problems that are likely not to exist in the future.
especially since this is not a critical application.
