[Israel.pm] PERL5LIB and CPAN installations

Whe building the module it is better to use

perl Makefile.PL PREFIX=~/perl  LIB=~/perl/lib

and then you can use PERL5LIB=~/perl/lib

Otherwise some modules will be installed in other directories
as you also noticed.
