[Israel.pm] Net::Google and Hebrew

I tried to encode the charcters as %D7A1 etc... like in google.co.il
also tried UTF 8 %05E1 etc....

nothing seems to work

Google Web API (implemented with Axis?) seems to work with numeric
character references in XML query but does not allow to use UTF-8
encoded string. Hmm.
