Hi Offer,
1st of all, there is very attractive demo named "widget" that
demonstrate lots of animation effects and dynamic GUI tricks (supplied
with any Perl/Tk distribution).
In addition, you can see lots of examples on perltk.org/ex page.
Well-known Perl/Tk expert Ala Qumsieh even wrote an article about
dynamic graphics implementation using Perl/Tk:

And finally, the editor itself IMHO could serve as dynamic GUI
example, including drag-n-drop, rubber-band, and scaling tricks.
