Correction- it does work, but incorrectly. It causes the module to be
installed in the wrong place. So even though I have:
install_base=/home/offer/bin/perl/CPAN
*and*
LIB=/home/offer/bin/perl/CPAN
(both pointing to the same place!)
When I install a module, it doesn't get correctly installed under the
CPAN directory.
