It's part of the Subversion Perl Bindings. You need to install it either if 
you compile Subversion from source, or by installing the appropriate pacakge 
if it's a binary. If you compile from source - follow the instructions in:

./subversion/bindings/swig/INSTALL

In the Subversion repository.
