but did you try the Text widget of tk its contain hyperlinks and enable command on that hyperlinks

Actually, I just solved the first part of the problem with a little 
more sleuthing around:

	use Win32::FileOp qw(ShellExecute);
	ShellExecute('http://...');

seems to work.
