[Israel.pm] Hebrew characters not displayed in perl Tk on Win XP

Ok, I can't be sure of my solution (I don't use  WinXP...) but try this 
first:
Start -> Settings -> Control Panel
Open "Regional and Language Options", go to the "Advanced" tab, choose 
hebrew in the first drop-down menu.

I hope it works.
