[Israel.pm] Dialer for variable connection in XP

Hellow,
I need to create a dialer for the internet. It has to be able to connect as
cable, adsl and dial up connection (maybe dialer to each connection is
needed).
The connection is taking placed on win XP.

Maybe there is some option to create a dialer manually and to use it in the
program?
I need your help cause I don’t know where to start.
If someone wrote in the past code of a dialer or know how to do it , plz let
me know
