[Israel.pm] XML::Parser

Hi all,

I am trying to use a script that uses XML::Parser to deal with some XML
pages. The XML pages are encoded using he_IL.UTF8, and XML::Parser is not
happy about this. It complains:

Couldn't open encmap he_il.utf8.enc

What does this file do exactly? Can someone explain to me where I can find
one (google came up with nothing) or how I can create one?
