[OSDC Israel] Talk langauges - the democratic approach

Hi,

I'd like to hold a vote for each of my talks:

	How many people can't understand hebrew?
	כמה אנשים לא מבינים אנגלית?

and then use the language which the smallest amount of people don't
understand, so that as many people can benefit.

This is because likely most of the audience is comfortable with
hebrew and OK with english, but some english speakers might not be
able to understand hebrew at all - in this scneario i might prefer
to do the talk in english, even though the majority prefers hebrew.
