[Israel.pm News] New mailing list for Israel.pm

I have noticed that there are quite a number of people who 
feel that the volume of the main list of Israel.pm is getting
too much for them an unsubcribe.

These people then will not read our announcements either and will
miss our meetings or other events.

Hence I setup this announcement-only mailing list for news about
Israel.pm. This list is going to be a moderated low traffic list. 
Announcements can get to the list only after the approval of 
the list owner.
