[Jerusalem.pm] ISP for DSL

OK this is sort of off topic, but I am hoping that one of the folks here
can help me.

I have a DSL connection and am using netvision as my ISP. I can't seem to
get more than 20kbs over it downstream at any time, and often less. I'm
not sure if it is the connection, my netgear firewall, or the ISP. But
does anyone have any pointers for a good ISP for DSL with which I will
really get 750kbs or a decent percent of that?
